Testimony to Senate Foreign Relations Committee on Iraq 
 
Chairman Biden, Ranking Member Lugar, and members of the committee:

Thank you for allowing me to testify.

This is an extraordinarily important series of hearings on a topic of enormous national importance.

The United States finds itself in a global struggle with the forces of Islamic fascism and their dictatorial allies.

From a fanatic American near Chicago who attempted to buy hand grenades to launch a personal Jihad in a Christmas mall, to 18 Canadians arrested for terrorist plots, to the Scotland Yard disruption of a plot in Britain to destroy ten civilian airliners in one day that if successful would have shattered worldwide confidence in commercial aviation and potentially thrown  the world into a deep economic contraction.

We are confronted again and again with a worldwide effort to undermine and defeat the system of law and order which has created more prosperity and more freedom for more people than any previous system.

The threats seem to come in four different forms:
  
First, from individuals who are often self recruited and randomly inspired through the internet, television and charismatic social and religious friendships.

Second, from organized non state systems of terror of which Al Qaeda, Hezbollah and Hamas are the most famous. Additional groups have sprung up and provide continuity, training, and support for terrorism. 

Third, from dictatorships in the Middle East most notably Iran and Syria who have been consistently singled out by the State Department (including in 2006) as the largest funders of state supported terrorism in the world.  These dictatorships are investing in more advanced conventional weapons and in chemical and nuclear weapons.

Fourth, from a strange assortment of anti-American dictatorships including North Korea, Venezuela and Cuba.

This coalition of the enemies of freedom has growing power around the world.  Its leaders are increasingly bold in their explicit hostility to the United States.

To take just two recent examples: Ahmadinejad of Iran has said “[t]o those who doubt, to those who ask is it possible, or those who do not believe, I say accomplishment of a world without America and Israel is both possible and feasible.”  He has also said that Israel should be “wiped off the map.”  Chavez of Venezuela, just last week in a joint appearance with the Iranian leader in Latin America, announced a multi billion dollar fund to help countries willing to fight to end “American imperialism.”

Both of these statements were on television and are not subject to misinterpretation.

Similarly there are many web pages and other public statements in which various terrorists have described in great detail their commitment to killing millions of Americans.  I described these publicly delivered threats in a speech on the fifth anniversary of 9/11 which I gave at the American Enterprise Institute.  The text of this speech is attached as an appendix to this testimony.

These threats might be ignored if it were not for the consistent efforts to acquire nuclear and biological weapons by these enemies of freedom

I first wrote about the extraordinary increase in the threat to our civilization from nuclear weapons in the hands of terrorists in Window of Opportunity in 1984. Attached to this testimony is a copy of the relevant pages from this book.

It is not accurate to suggest today that people were not aware of terrorism or were not warning about the threat to America’s very survival prior to 9/11.

Many sophisticated observers and professional military and intelligence officers have been issuing these warnings for two decades.

What has been amazing to watch has been the absolute inability of our system of government to analyze the problem and react effectively.

It is this collapse of capacity for effectiveness which is at the heart of our current dilemma.

The United States is now in a decaying mess in Afghanistan and an obviously unacceptable mess in Iraq.

While this language may seem harsh to defenders of the current policy, it is sadly an accurate statement of where we are.

Efforts to think through and solve the problems of Afghanistan and Iraq have to be undertaken in a context of looking at a wider range of challenges to American leadership around the world and potentially to our very survival as a country.  These larger challenges are described in my attached presentation entitled “The Real World and The Real War”.

With these caveats I want to focus on the challenge of Iraq.

Two Very Hard Paths Forward in Iraq

America is faced with two very hard paths forward in Iraq.

We can accept defeat and try to rebuild our position in the region while accommodating the painful possibility that these enemies of freedom in Iraq -- evil men, vicious murderers, and sadistic inflictors of atrocities will have defeated both the millions of Iraqis who voted for legal self government and the American people and their government.

Alternatively we can insist on defeating the enemies of America and the enemies of the Iraqi people and can develop the strategies and the implementation mechanisms necessary to force victory despite the incompetence of the Iraqi government, the unreliability of Iraqi leaders, and the interference of Syria and Iran on behalf of our enemies.

Both these paths are hard. Both involve great risk.  Both have unknowable difficulties and will produce surprise events.

Both will be complicated.

Yet either is preferable to continuing to accept an ineffective American implementation system while relying on the hope that the Iraqi system can be made to work in the next six months.

The Inherent Confusion in the Current Strategy

There are three fundamental weaknesses in the current strategy.

First, the strategy relies on the Iraqis somehow magically improving their performance in a very short time period.  Yet the argument for staying in Iraq is that it is a vital AMERICAN interest.  If we are seeking victory in Iraq because it is vital to America then we need a strategy which will win even if our Iraqi allies are inadequate. We did not rely on the Free French to defeat Nazi Germany.  We did not rely on the South Koreans to stop North Korea and China during the Korean War.  When it mattered to American vital interests we accepted all the help we could get but we made sure we had enough strength to win on our own if need be.

President Bush has asserted that Iraq is a vital American interest. In January 2007 alone he has said the following things:

But if we do not succeed in Iraq, we will leave behind a Middle East which will endanger America in the future.

[F]ailure in one part of the world could lead to disaster here at home. It's important for our citizens to understand that as tempting as it might be, to understand the consequences of leaving before the job is done, radical Islamic extremists would grow in strength. They would be emboldened. It would make it easier to recruit for their cause. They would be in a position to do that which they have said they want to do, which is to topple moderate governments, to spread their radical vision across an important region of the world.

If we were to leave before the job is done, if we were to fail in Iraq, Iran would be emboldened in its pursuit of nuclear weapons. Our enemies would have safe havens from which to launch attacks. People would look back at this moment in history and say, what happened to them in America? How come they couldn't see the threats to a future generation?

The consequences of failure are clear: Radical Islamic extremists would grow in strength and gain new recruits. They would be in a better position to topple moderate governments, create chaos in the region, and use oil revenues to fund their ambitions. Iran would be emboldened in its pursuit of nuclear weapons. Our enemies would have a safe haven from which to plan and launch attacks on the American people. On September the 11th, 2001, we saw what a refuge for extremists on the other side of the world could bring to the streets of our own cities. For the safety of our people, America must succeed in Iraq.

Iraq is a central component of defeating the extremists who want to establish safe haven in the Middle East, extremists who would use their safe haven from which to attack the United States, extremists and radicals who have stated that they want to topple moderate governments in order to be able to achieve assets necessary to effect their dream of spreading their totalitarian ideology as far and wide as possible.

This is really the calling of our time, that is, to defeat these extremists and radicals, and Iraq is a component part, an important part of laying the foundation for peace.

The inherent contradiction in the administration strategy is simple. If Iraq matters as much as the President says it does (and here I agree with the President on the supreme importance of victory) then the United States must not design and rely on a strategy which relies on the Iraqis to win.

On the other hand if the war is so unimportant that the fate of Iraq can be allowed to rest with the efforts of a new, weak, untested and inexperienced government then why are we risking American lives.

Both propositions cannot be true.

I accept the President’s analysis of the importance of winning in Iraq and therefore I am compelled to propose that his recently announced strategy is inadequate.

The second weakness is that the current strategy debate once again focuses too much on the military and too little on everything that has not been working.  The one instrument that has been reasonably competent is the combat element of American military power. That is a very narrow definition and should not be expanded to include the non combat elements of the Department of Defense which also have a lot of difficulties in performing adequately.

The great failures in the Iraq and Afghanistan campaigns have been in non-combat power. Intelligence, diplomacy, economic aid, information operations, support from the civilian elements of national power.  These have been the great centers of failure in America’s recent conflicts.  They are a major reason we have done so badly in Iraq.
The gap between the President’s recent proposals and the required rethinking and transforming of our non-combat instruments of power is simply breathtaking.

No military leader I have talked with believes military force is adequate to win in Iraq. Every one of them insists that the civilian instruments of power are more important than the combat elements. They all assert that they can hold the line for a while with force but that holding the line will ultimately fail if we are not using that time to achieve progress in non-military areas.

This failure of the non-combat bureaucracies cannot be solved in Iraq.  The heart of the problem is in Washington and that brings us to the third weakness in the current strategy.

The third weakness in the current strategy is its inability to impose war time decision making and accountability in Washington.

The interagency process is hopelessly broken.

This is not a new phenomenon. I first wrote about it in 1984 in Window of Opportunity when I asserted:

[W]e must decide what sort of executive-branch planning and implementation system are desirable.

At a minimum, we will need closer relationships between the intelligence agencies, the diplomatic agencies, the economic agencies, the military agencies, the news media and the political structure.  There has to be a synergism in which our assessment of what is happening relates to our policies as they are developed and implemented.  Both analyses and implementation must be related to the new media and political system because all basic policies must have public support if they are to succeed.

Finally, once the professionals have mastered their professions and have begun to work in systems that are effective and coordinated, those professionals must teach both the news media and the elected politicians.  No free society can for long accept the level of ignorance about war, history, and the nature of power which has become the norm for our news media and our elected politicians.  An ignorant society is on its way to becoming an extinct society.

In 1991 my concern for replacing the broken interagency system with an integrated system of effective coordination was heightened when General Max Thurmond who had planned and led the liberation of Panama told me unequivocally that the interagency process was broken.

In 1995 that process was reinforced when General Hartzog described the failures of the interagency in trying to deal with Haiti.

As early as 2002 it was clear that the interagency had broken down in Afghanistan and I gave a very strong speech in May 2003 at the American Enterprise Institute criticizing the process.

By the summer of 2003 it was clear the interagency was failing in Iraq and by September and October 2003 we were getting consistent reports from the field of the gap between the capability of the combat forces and the failure of the civilian systems.     

No senior officer in the Defense Department doubts that the current interagency cannot work at the speed of modern war. They will not engage in a fight with the National Security Council or the State Department or the various civilian agencies which fail to do their job. But in private they will assert over and over again that the interagency system is hopelessly broken.

It was very disappointing to have the President focus so much on 21, 500 more military personnel and so little on the reforms needed in all the other elements of the executive branch.

The proposals for winning in Iraq outlined below follow from this analysis.
 
Key Steps to Victory in Iraq

1. Place General Petraeus in charge of the Iraq campaign and establish that the Ambassador is operating in support of the military commander.

2. Since General Petraeus will now have responsibility for victory in Iraq all elements of achieving victory are within his purview and he should report daily to the White House on anything significant which is not working or is needed

3. Create a deputy chief of staff to the President and appoint a retired four star general or admiral to manage Iraq implementation for the Commander in Chief on a daily basis.

4. Establish that the second briefing (after the daily intelligence brief) the President will get every day is from his deputy chief of staff for Iraq implementation.

5. Establish a War Cabinet which will meet once a week to review metrics of implementation and resolve failures and enforce decisions. The President should chair the War Cabinet personally and his deputy chief of staff for Iraq implementation should prepare the agenda for the weekly review and meeting.

6. Establish three plans: one for achieving victory with the help of the Iraqi government, one for achieving victory with the passive acquiescence of the Iraqi government, one for achieving victory even if the current Iraqi government is unhappy.  The third plan may involve very significant shifts in troops and resources away from Baghdad and a process of allowing the Iraqi central government to fend for itself if it refuses to cooperate.

7. Communicate clearly to Syria and Iran that the United States is determined to win in Iraq and that any further interference (such as the recent reports of sophisticated Iranian explosives being sent to Iraq to target Americans) will lead to direct and aggressive countermeasures.

8. Pour as many intelligence assets into the fight as needed to develop an overwhelming advantage in intelligence preparation of the battlefield.

9. Develop a commander’s capacity to spend money on local activities sufficient to enable every local American commander to have substantial leverage in dealing with local communities.

10. Establish a jobs corps or civil conservation corps of sufficient scale to bring unemployment for males under 30 below 10% (see the attached op-ed by Mayor Giuliani and myself on this topic).

11. Expand dramatically the integration of American purchasing power in buying from Iraqi firms pioneered by Assistant Secretary Paul Brinkley to maximize the rate of recovery of the Iraqi economy.

12. Expand the American Army and Marine Corps as much as needed to sustain the fights in Iraq and Afghanistan while also being prepared for other contingencies and maintaining a sustainable rhythm for the families and the force.

13. Demand a war budget for recapitalization of the military to continue modernization while defeating our enemies. The current national security budget is lower as a percentage of the economy than at any time from Pearl Harbor through the end of the Cold War.  It is less than half the level Truman sustained before the Korean War.

14. The State Department is too small, too undercapitalized and too untrained for the demands of the 21st century. There should be a 50% increase in the State Department budget and a profound rethinking of the culture and systems of the State Department so it can be an operationally effective system.

15. The Agency for International Development is hopelessly unsuited to the new requirements of economic assistance and development and should be rethought from the ground up. The Marshall Plan and Point Four were as important as NATO in containing the Soviet Empire. We do not have that capability today.

16. The President should issue executive orders where possible to reform the implementation system so it works with the speed and effectiveness required by the 21st century.

17. Where legislation is needed the President should collaborate with Congress in honestly reviewing the systems that are failing and developing new metrics, new structures and new strategies.

18. Under our Constitution it is impossible to have this scale of rethinking and reform without deep support from the legislative branch. Without Republican Senator Arthur Vandenburg, Democratic President Harry Truman could never have developed the containment policies that saved freedom and ultimately defeated the Soviet Empire.  The President should ask the bipartisan leaders of Congress to cooperate in establishing a joint Legislative-Executive working group on winning the war and should openly brief the legislative branch on the problems which are weakening the American system abroad. Only by educating and informing the Congress can we achieve the level of mutual understanding and mutual commitment that this long hard task will require.

Newt, There maybe important steps missing from the strategy for victory in Iraq due to info I learned from a U.S. Army infantry soldier who's been there. Let's add a 19th & 20th point. I found them written by an active duty noncommissioned officer with more than 1-year on-the-ground combat experience in Iraq (includes Baghdad). I added the '19' '20' in front of his words.... 19 Completely restructure the police from the ground up and the top down...and you will see a dramatic shift in the overall balance of Iraqi society. The police are the first and last line of defense for any society. The only people they are currently defending, however, are themselves... Purge the ranks of the Iraqi police so they cannot simultaneously undermine our efforts. 20. Wield the hammer of the Iraqi army bolstered with our own forces to not just dismantle but smash the Shia militias and what remains of the Sunni gangs. David

Mr. Speaker, I've read your newsletters religiously and I have forwarded them on to family and friends. Thank you for you statesmanship and understanding of American history and what lies ahead for us. I've also read about Mr. Lincoln and how he would make decision for what was best of the union, I ask, as well as previous note writers, that you do what is best for the union and annouce your candidacy for the office of President. My concern is that your current plan to wait until September 2007 to annouce should there not be anyone in the field that could really do the job effectively for our future. Annouce and run so we have the time and energy for others to hear your message of survival. Dennis Gharst

Dear Newt, Your testimony about the Cost of Defeat or Victory in Iraq is "dead on!!" Having been in that region for over 9 years I know first hand how the majority of the folks live, think, trust their own...!! Its hard getting to trust these people, and its not easy obtaining reliable intelligance, so our troops on the ground are really having a hard time dealing with the damn insurgents. But no matter what, WE HAVE TO WIN THIS WAR IN IRAQ!! We cannot turn our backs now. Have to mention that we are at a crossroads with the Saudis, can they be really counted as our Ally??! Thank you Mr. Speaker! I applaud your strategy and wish you were there to carry it out. Below is one other thing that I believe is as important as Islam regarding our future and it explains why there is such intransigence on the left. They have learned to speak with one orchestrated voice. That being the Communist/Maoist voice that has continued since the early 20's. With their apparatuses they have effectively infiltrated and taken over much of the media, education, entertainment, liberal politics. They will go on with their strategy of totalitarian socialism no matter what. They see Islam as a tool to further weaken the USA. And anything that weakens the USA is OK. They could care less how the West (formerly Christendom) is weakened or by whom and they stand ready to walk in a take over at the right moment. China biding her time using capitalism to gobble up the natural resources while they wait for the right opportunity to take over. At the right momen China will attack Taiwan and that will change the whole course of world history. The only thing that will prevent this will be for the USA to surface from IRAQ a strong and decisive winner with someone like you at the helm, Mr. Speaker. Please, run! God bless you!

The only historically effective way to defeat Muslims has been overwhelming military defeat. Their scripture and history show their total focus upon advancing their domination of other nations and cultures, irrespective of whatever treaties they sign along the way. Their treaties are observed only so long as it is to their advantage to do so. Much of the Muslim religion is political organization that is transnational but does function tribally and ethnically within these nations. The new government in Iraq has yet to show that it has broken free of the bounds of the Muslim faith, politics, and tribes in favor of true democracy. So, I think that in addition to your thoughtful analysis of how to best pursue winning in Iraq, we need&nbsp; to develop a healthy realism in dealing with a primitive culture and highly political religion quite unlike our Western civilization for which the radical Muslim harbors greater hatred and contempt than we can imagine or understand.

I work for the US State Dept in Hong Kong and previously served in Israel after over 27 with Department of Army as a career solider and then in civil service. The State Department is hopelessly flawed. Condi even sent a cable (Message) to all Employees expousing her belief that people's personal politics and beliefs did not affect their ability to execut the President's foreign policy.... The vast majority of people I have met in State are walking, talking DNC talking point believers and blame America first. Your assessment is correct that USAID is broke. Go Newt.

It's sad that so many of us could read Newt's testimony and then rant about liberals and Democrats. &Clearly, Newt is saying that Bush's plan is weak and, by derivation, Bush isn't doing a very good job. Let's face it, we need to stop blaming the left for the fact that the President isn't getting the job done. Bush had the presidency and a majority in both houses for 46 of the 48 months of this war and he's led us into a blind alley. Read Newt's testimony again. He's saying Bush created this ineffective Iraqi government and then abdicated power to them. Now we're in a pickle, and the left had nothing to do with it. I've been a lifelong conservative, and I don't remember blaming others for one's failures as a conservative value. So why are we blaming the Democrats? Sure, they're partisan, but so are we. Clearly, &many of them want to pull out because, like Newt, they don't agree with Bush's plans and they don't think he can pull it off. Unless Bush magically decides to follow Newt's suggestions, I suspect they may be more right than we are.

Mr. Speaker, I was sent a copy of your speach on the plan on Iraq, and I found it very comprehensive and insightful. I looked around and found your website. Your comments on the Factor have always impressed me. I sincerely hope you find enough political traction to mount your run for the Presidency. The country needs a leader with the ability to see the big picture, see the goals , and have the ability to explain it to the masses in general. Good luck and God Bless David

Agree with 90% of suggestions and in this day in age that is about as close to full agreement you are going to get. I doubt they heard much of what he said because the politicians dont care about winning in IRAQ only how IRAQ can help or hurt them in 2008. If things get better in IRAQ then Democrates will lose in 08 so guess what they will do all they can to prevent victory and hope to play the blame game. Miltary and Bush are on there own, they should just write off congress and do the best they can. I am not too hopeful that this will be solved in the next 5 years, but leaving is not an option.

David, who tosses around the recent scandals regarding Abram off, etc. is obviously a Democrat and therefore proves without a doubt that the breathtakingly collective stupidity of the liberal left is surpassed only by their mind numbing intellectual dishonesty. What else are we to surmise when someone with such imbicilic ideas comes on a site filled with the knowledge and intelligence of Mr. Gingrich? That post stuck out like big stick inside a bouquet of roses. Excellent points all, Mr. Gingrich. I've been a fan of yours since the Dumbing Down of America (this should be required reading for David, by the way) and this testimony is no exception to the way you succinctly describe the ailements of this country and how to fix them. Dear Newt I just have one thing to say. I hear from democrats and anti-war people always using the excuse We don't need to stay and fight for someone elses civil war to pull out our troops. Those same people are the ones who cry for help in dafur and what other causes in africa. Those are civil wars.

Newt: thank you! You are the most qualified person to take over the Presidency, after President Bush's term expires. For the sake of the Nation, I sincerely hope you run for office. Your 18 Points demonstrate that you clearly understand the problem with Iraq and the Middle-East region. The liberal press and democrates only offer criticism and defeatism. They have yet to offer any solutions. Personally, I believe the road to victory in Iraq would be to protect the oil fields and the infrastructure that takes it to market -ASP. To expand on your Points 10 11, we make sure the oil revenues are distributed equally to all Iraq's. We create a Social Welfare System (Saudi Style) where the Iraqi government builds new Hospitals, Public Housing, etc. The government should also pay every Iraqi $1,000 for every terrorist they turn in to the authorities. This would create a dependency towards the government and help build piece in the region. It's perhaps a bit too simplistic. But I believe the Iraqis are not really fighting the Americans, so much as they are fighting for which tribe gets the money Power generated by the oil. Like the democrates said in the 1992 campaign, It's The Economy Stupid. Sincerely, Dino

Hey Newt, I think War on Terror should be fought all out. You do not put restrictions on your forces when being fired upon, you take the whole building or surrounding buildings down. As far as hurting innocent civilians, they should be running the other direction when they see activities against us happening in their building or their neighbors home. The borders around Iraq need to be heavily protected in and out. Anything not passing through check points are fired upon with 1 warning shot to immediately stop and surrender, else be destroyed, period. Second, we must stop talking defeat when our soldiers are there. Whether you play cards, run a business, run a country or are at War, you NEVER talk defeat. That is why our President, and our Politicians have to only Talk about Winning. Does anyone believe that we could not have turned that whole area into a parking lot if that's what we wanted to. Bush said from Day 1 after 9/11 that this would not be easy. And do we all forget, that a couple hours later on 9/11 would have killed thousands more Americans as well as potentially thousands more with the other planes, had they hit their targets differently. So we need to support our military where ever they are protecting our security and supporting them and their families here at home for their brave support. Speaker, I commend your brilliant strategy and wish our politico could address difficult national decision smartly and forthrightly as you have. We are in the Information age where computational scientific methods can guide our future. Translating logical, cogent, information across domains and empowering the right folks to build up the geopolitical, geoeconomic, and cultural successes needed for a rising Iraq is key. If 70% of them want a better life, we can promulgate their wishes by bolstering their ability to be successful. Stifle the insurgency and help them build an economy. As always, Newt hits the nail on the head. One element missing from this is a bit of social commentary on the state of the American psyche: our society of instant gratification and the melding of fact and fiction have so compromised the public's ability to separate reality from a convenient movie ending. In other words, because someone's favorite movie ended with the liberators strolling into the sunset leaving the bad guys lying in a pile of rubble and tossing the keys to the city to the new government leaders who will immediately whip a fragile society into shape after forty years of dictatorship has colored the American public into believing that's the way real-life conquest takes place. While our Congress plays games with popular opinion polls answered by people who have no idea who represents their district but could pick the Celeb-Of-The-Week out of a crowd of 10,000 people, we have our military and our security at risk. These Polyannas need to have to spend a weekend watching interviews with terrorists -- hear their hatred of America, see them beheading innocent people, witness their vitriolic rants against Christians and Jews -- then decide whether they want to fight this battle over there or over here. Thank you, Newt, for having the courage to stand up for your beliefs and for what is best for the American people -- even if most of them don't have sense enough to appreciate it. Not legal immigration They go to prison for 10 years and are put to work doing meaningful hard labor that would benefit the United States. When they get out they go back to their country. That would stop this problem. The old media Own and controlled by a few people that use their power for evil and not for good. And is almost treason. A class-action lawsuit under the ricco/raccateering laws by the people of this country, for even criminal charges. They should be broken up. They are anti-american.

The statement at the bottom of the page is: Witness names in are links to the statement given. Statements are only posted if provided electronically by witness. Have you not provided them with and electronic statement? Or are they just trying to suppress you? I read part of the vitrolic diatribe of John Murtha's and had to stop because there is not a bit of thought for the security of the United States only about what the rest of the world thinks of us. This is a serious time and we need serious people to be in positions of leadership. You have demonstrated that you are a serious person with serious solutions. Better yet, you have the ability to change, adapt, but can you mobilize? You certainly have the intellect to put forth your ideas in language that everyone seems to be able to understand. You draw people out and cause them to consider seriously the dilema that we are in by bringing forth the true depth and scope of the consequences of inaction. You also make it crystal clear what people instinctively know, i.e. that the bureaucracy in Washington is outdated and broken. In other words you accurately state the problem and then offer reasonable and workable solutions thereby renewing the hope and vitality that is the backbone of a prosperous and moral America. I enjoyed the piece (above) on Defeat and Victory in Iraq. I would love to see the scenario you describe, but I don't see the atmosphere in Washington allowing it to happen. I think George W Bush would like to pursue many of the steps you outline, but I think he would be crucified before he got it accomplished. He has had the foresight to see that we need to act as if this is a real war. If your comments, his efforts, and those of McCain and Lieberman cannot get the press, the democrats, and the illiterate public to see the common sense necessity, how can we achieve this scenario?&nbsp; I think the criticisms of his plan may have some basis, but I believe he's trying to move forward against a wall of water. He knows he can only go so far at any one time. If he didn't have to court public opinion, he would be more bold and forceful. He proved that when he kept his word to Saddam that we would act if Saddam did not adhere to the UN resolutions. He does need to take more bold steps, but he's realistic enough to know his own party won't back him. Please don't stop speaking. Please don't become as pessimistic as I am. I know that we have no choice but to go forward, and I fervently hope we are successful.

There must be a way to get this E-mail sent to a much wider readership. This war against Moslem terrorism is as important as the world wars. We must make this clear to our population. The set of decisions regarding this war is not to be left to partisans and amateurs. President Bush is intuitively right, but he needs your kind of intellect to organize and set priorities for action and funding. Is there any way that you can both run for President and also confer directly with President Bush as a key consultant or staff member? Perhaps it would be better for you to take a similar role with the Congress; or maybe a Presidential commission would be in order. We need your brain and perspective applied to this set of national security problems and border control, Social Security, Medicare, etc. We have written a set of papers concerning these problems but we cannot get them considered because all people outside the beltway seem to be ignored. Two of your points can be dissected further: the inter-agency prjocess being broken and the lack of intelligence. Specifically, terrorism blurs the line between warfare and law enforcement, with terrorists taking advantage of the gulf between the two. This is similar to criminals committing a crime in one country, and living/hiding in another- he his able to fall between the cracks. In Iraq and Aghanistan, the terrorists only operate because they are funded. Yet our military does not have financial investigators/forensic accountants, neither does the DIA. Military analysts are not trained, and have no system to work with overwhelming amounts of financial documents. Furthermore, even if it became known that a certain amount of funding came from a business with bank accounts in Dubai, who would the military turn to in order to continue the investigation? The goal is to bankrupt businesses and individuals that support terrorists. This is done with a combination of law enforcement, warfare and espionage. At some point, it will become necessary for the investigation to become covert and seek the assistant of a foreign government. Who will do this- not the CIA, they have no experience in law enforcement; not State, they have no experience in this type of investigation; not the FBI, they do not have the presence overseas. In summary, the military needs to seized all financial documents it can, and interview prisoners regarding funding for bullets, guns, living allowances, how cash is moved and hidden, sources of cash, and businesses involved. Bank account records and business documents need to be acquired, either by subpoena or other means. The trail to other countries has to be followed. None of this is happening. If documents are acquired, the analysts are overwhelmed with the volume, and do not know what they are looking for, or how to systematically summarized the information to make it usable. Newt, I want to respond with two subjects we should never talk about: Politics and Religion. Politically, I spend about 7 to 9 hours a day listening to talk radio and reading articles from the drive-by media and from on-line sources. It is clear that your points are spot-on and visionary for our current age. I am an avid support of President Bush and his steadfastness to take all the politcal hate and daily slamming by the drive-by media. His policies on the border, immigration and the War are not always the soundess, but I pray for him everday and can only say that we haven't been attacked on our soil since 9/11 and with Pratraues taking the reigns we have a opportunity to provide a hope to Win the Future in Iraq. It is obvious that your ideas are far superior than anything the Liberals and current Replublicans candidates offer. Religiously, I am a devoted Christian and spend hours in prayer and Bible study and can only say that not only does America need you but so does Israel!! These are the last days and we need a leader that is willing to stand for what is Truth and fight against Islamic facism which only seeks impose its malicious false religion in this world and whose goals are to annihilate the US and Israel. Our enemies are the same... Iran, Syria, Hezbollah, Hamas, Al-Quaeda and the 1000's of splinter terrorist organizations. Israel is one of our greatest allies and we owe them our support. Thank you for having such a level head regarding all these extremely difficult issues of our day. I understand that no one has all the answers, but you always propose what I would consider to be the most logical direction to take. It truly mystifies me when I see so many of our so called leaders bowing to their own self-serving platform, not defending what is the right stand allowing politics to be the master of their words actions. The Democrats; I understand why they have in all essence set their face like a flint, dug in their heels refuse to co-operate with Bush in even the slightest manner. This is simply their nature political stand, except for the very few like Lieberman, God bless him. As for the rest of the left Democrats, I would simply like to point out that they have not even the slightest idea of what the word plan mens. You can see it on their empty looking faces when the question is asked; what is your idea as to how to deal with this particular issue your venomous hatred for the plan our President has proposed? The answer is so clear simple; they have no ideas whatsoever except to condemn everything the current administration proposes. Their plan is always this: What can we do to discredit it make the Republicans look bad so we consequently look a bit better for the big 08 election! Personally, I have been saying for over a year now, that our most formidable determined enemy comes from within our own ranks. We see them crawling out of the woodwork, like roaches at night, determined to devour anything within their scope of influence. We really need to look at history be forewarned that in so many instances, destruction comes from within. Only time will tell if the general public will swallow the leading Democrats plan to once again try to deceive in every possible way fool the American public into shooting our beloved country in the foot....again!! Dear Newt, I feel that Americans too often associate republicans as sharing conservative values, while the liberal republicans among the flock undermine the efforts of great traditionalist strategists like you. Should we not create a new organization of traditionalist strategists that democrats, republicans, independents, and anyone around the world can actively participate in, like the Freemasonry, to foster the types of human values that naturally defeat non-traditionalists, terrorists, and dictatorships? Being a traditionalist strategist, can serve as a signal when voting, when donating time and money, and most importantly when economically patronizing sponsors. Let people start asking themselves questions like, what was the true cost of that last tank of gasoline they purchased from Citgo? Why should I vote for someone of my own party who openly opposes my values? Are discounts, or monetary benefits, from some organizations worth having when those organizations engage in activities that oppose my values? People need to become aware of the fact that many of their actions can contribute to supporting values that oppose their own. In Wars of National Liberation, the Army should be able to requisition as much of other Administration entites as are needed to sustain successful non-combat work also. The Army should be permitted to obtain language assets through recruiting foreign nationals into the US military if needed, with immigration rights for their families. The Army should be given control of the requisitioned assets. The present situation resembles a medieval battlefield with knights and princes doing their own thing. Where we should have a command structure working efficiently on every facet in the zone, we instead have a parliament of bureaucratic entities working on thing. The Army's work is excellent. Some other entities are miniatures of what they should be, or are muttering to themselves. When centuries ago the different princely blobs of force started cooperating as a coherent organism, there was a massive change in performance. Consider the American Indians in the 19th Century. Had the Bureau of Indian Affairs been requisitioned by the War Department, the Indian Agents would have been West Point graduates or supervised by them. Accountancy would be by picky Army standards.
