A Conservative Declaration of Independence and the Democrats' Dilemma

This weekend, I had the opportunity to address CPAC -- the Conservative Political Action Conference. This is the same group to which Ronald Reagan delivered his historic "bold colors, not pale pastels" speech in 1975, sparking a new center-right coalition that would become the ground troops of the Reagan Revolution.

In my speech, I called for a conservative "declaration of independence" from the Republican Party.

By a "declaration of independence" I don't mean a third party. I mean a renewed willingness among center-right Americans to criticize Republicans when they are wrong as vigorously as we criticize Democrats when they are wrong.

And I mean a reinvigoration of the grassroots to focus on all 513,000 elected officials in our country, not just those in Washington.

I told the conservatives at CPAC that we need to embrace the movement for change in America and make it our own. As I argue in my new book, Real Change: From the World that Fails to the World that Works, all change is not equal. We need the right changes, not the wrong changes.

'If We Want to Get Competitive, We Had Better Change, and We Had Better Change Now'

There's one more point I touched on in my CPAC speech that points to a real challenge for Republicans in November.

Last week, on Super Tuesday, 14.6 million Democrats turned out to vote versus only 8.3 million for the GOP. A similar thing happened over the weekend in the Washington and Louisiana contests. This Democratic advantage in turnout is the continuation of a troubling pattern: More energy, more votes and more money are being poured into the Democratic contest than the Republican race.

As I told my audience at CPAC, "There is something big happening in this country. We don't understand it, we're not responding to it, and we're currently not competitive. And if we want to get to competitive, we had better change, and we had better change now."

The Coming Democratic Train Wreck

But the Republicans aren't alone in facing challenges this election year.

Remember when the Michigan and Florida Democratic parties moved their primaries up in the calendar in violation of the Democratic national party rules? The Democratic Party bosses decided to punish them by refusing to seat -- or count -- their delegates at the party's national convention in August. At the time, it seemed like a good move, since everyone assumed that the Michigan and Florida delegates wouldn't really matter in the nomination battle. The conventional wisdom then was that one Democratic candidate would emerge early in the contest and arrive at the convention with a comfortable margin of delegates for the nomination.

So much for the conventional wisdom.

Because of the troubles being experienced by the campaign of Sen. Hillary Clinton, it appears more and more likely that the Democrats' fight for their presidential nominee will go all the way to their convention in Denver in late August.

So here's the Democrats' dilemma: If the delegate count of both campaigns is close by the time the convention rolls around, Florida and Michigan's combined 366 delegates will suddenly become very relevant.

Compounding the Democrats' Dilemma: The Super (Politician) Delegates

Compounding the Democrats' dilemma is the existence of 796 so-called "super delegates."

I call these delegates (who are technically uncommitted and can decide to vote for either candidate) "politician delegates" because that's in fact who they are: Democratic insiders whose purpose is to put down insurgent campaigns and protect the interests of Democratic politics as usual.

Sen. Clinton is mounting a full court press for the politician delegates. But any effort by either campaign to win with these party insiders what they can't win with the voting public should concern all of us.

Not counting the votes of Democrats in Michigan and Florida and allowing party insiders to choose the party's nominee has the potential to ignite civil war in the Democratic Party.

Much worse, it will produce a tainted Democratic presidential candidate and de-legitimize the election itself.

The Answer: Hold New Primaries in Michigan and Florida

Democrats know they need to resolve the dilemma before their August convention. The question is: How?

Giving the Michigan and Florida delegates to Sen. Clinton -- particularly in light of reports that she bent the Democratic Party rules against campaigning in both states -- is a recipe for chaos.

On the other hand, leaving the Florida and Michigan delegates unseated runs the risk for the Democrats of alienating two big states they want and need to win in November.

The answer for the integrity of the process is to hold the Michigan and Florida primaries again.

The voters -- not the party insiders -- have the moral authority to choose the nominee. The voters should get that chance.

For Those Who Still Doubt: The Director of National Intelligence Speaks

You may have missed it in all the coverage of Super Tuesday, but Director of National Intelligence Mike McConnell gave his annual national security threat assessment to the Senate Intelligence Committee last week.

For anyone who still doubts that the United States and our allies are in a fight for our very existence, Director McConnell's testimony should put those doubts to rest.

Here's part of what he said (emphasis mine):

    Al Qaeda is improving the last key aspect of its ability to attack the U.S.: the identification, training, and positioning of operatives for an attack in the Homeland. While increased security measures at home and abroad have caused al Qaeda to view the West, especially the U.S., as a harder target, we have seen an influx of new Western recruits into the tribal areas since mid-2006. We assess that al Qaeda's Homeland plotting is likely to continue to focus on prominent political, economic, and infrastructure targets designed to produce mass casualties, visually dramatic destruction, significant economic aftershocks, and/or fear among the population.

    We judge use of a conventional explosive to be the most probable al Qaeda attack scenario because the group is proficient with conventional small arms and improvised explosive devices and is innovative in creating capabilities and overcoming security obstacles. That said, al Qaeda and other terrorist groups are attempting to acquire chemical, biological, radiological, and nuclear weapons and materials (CBRN). We assess al Qaeda will continue to try to acquire and employ these weapons and materials -- some chemical and radiological materials and crude weapons designs are easily accessible, in our judgment.

A Success Story of Real Change

Last week, I reported to you about the beginnings of a movement for real change. The House Republicans are leading an all-out fight to end the corrupt, undemocratic practice of congressional pork-barrel earmarks.

House Republicans are calling for an immediate moratorium on pork-barrel spending. But earmarks can't stop without the cooperation of Democrats. So last week, the House Republicans forced a vote on a GOP bill to immediately halt earmarks and establish a bipartisan committee to fix Washington spending. All Republicans supported the bill, but 204 Democrats voted against it and the measure failed.

That's the bad news. The good news is that House Republicans are vowing to keep up the fight. Here's what Minority Leader John Boehner (R.-Ohio) had to say following the Democrats' rejection of the reform:

    "Washington is broken, and it will never be fixed until the earmarks stop and fundamental reform begins. Today's vote is not the end of the earmark reform fight. Rather, it is just the beginning. House Republicans will continue to force votes on this issue until the earmark process is brought to an immediate halt, and we hope the majority eventually joins us."

House Republicans Seize the Moment of Change

I write in Real Change that one of the reasons Republicans failed to make the Reagan and Contract With America revolutions permanent is that Republicans, especially in the House, haven't been able to get over their minority party mindset. They've been too complacent and too timid.

I write:

    "Those who want Republicans to become a natural governing majority have to come to grips with how deep and serious the problem is: Republicans must be capable of seizing the moment of change and making it permanent by implementing real change."

I'm happy to report that House Republicans, led by John Boehner, have seized this moment of real change with their battle to eliminate earmarks.

On Friday, our local paper published a NYT story with the headline: "Lawmakers put out new call for earmarks." According to this report, members of Congress are asking "outside groups to file all requests for earmarks within two weeks, so lawmakers can submit their proposals to the House and Senate Appropriations committees by mid-March." Some "have created "online 'request forms' for people to use in seeking federal money for local projects." The House Appropriations Committee's website asks House Members to submit their earmark requests by March 19. Republicans Senators particularly mentioned in this article were Alaska's Ted Stevens ($457 million) and Mississippi's Thad Cochran, senior Republican on the Appropriations Committe ($837 million).

What IS this??!!! If, as they claim, the Republicans are going to continue to fight this abomination, why on earth are they openly inviting their constituents to the pork trough??!!

What, exactly, can we do to throw these bums OUT? NOW?!

Entitlement spending is a huge issue, but I don't believe it is the issue driving people to support the Democrats (the issue I was addressing in my previous post).

To Former Speaker Newt Gingrich.

All of the interest in Real Change Requires Real Change and the Conservative Contract with America seems to be extremely vacant. We all (the other readers of Newt.com) agree with all of this but that only forms a crowd and not a movement. The only person presenting himself as a leader in this effort is Newt Gingrich.

By running for President now and failing with Obama winning, Newt will probably spoil any chance of successfully running in 2012. We do not want another Herald Stassen. And, not running is probably smart politics. But, that will leave Obama winning in 2008 and probably in 2012 as well. But, as Newt says, he can still run in 2012. Is winning the presidency the only goal?

In 8 years in office, will Obama do irreparable harm to the United States? The answer is yes! We all know that and it is a hell of a gamble.

Now Mr. Speaker, insert Ronald Reagan’s quote, “Trust but Verify!”. Other than make speeches only, it is time to verify. If you really believe in what you are telling us, then prove it. Take the chance that by running now, and maybe losing, you will spoil future chances to be President.

No doubt money is a problem. However, Ron Paul and Mike Huckabee have shown the problem changes as time progresses. If this movement is real, then the problem will take care of itself.

The frustration of not having a conservative candidate, who is an honest conservative candidate and not a compassionate conservative candidate is irritating. It takes both guts and desire to charge uphill.

Bernard, please. We just spent over 950 BILLION on healthcare/nursing home cost for our senior citizens which is more than the amount spent on Social Security. It is the hard issues of Entitlements, FISA, Tax policy, etc. that Congress should be finding long term resolutions.

If you want to "redeploy" the "troops" then perhaps you should start with bases in Asia, Europe, etc. before looking at premature withdrawal from the Middle East.

The Bush administration cried wolf with faulty intelligence to sell the war in Iraq. It has seriously damaged its credibility with the public. I also think its a bit myopic not to address our complicity in energizing support for Al-Qaeda through our actions in Iraq and Pakistan.

I agree with your call for a conservative "declaration of independence" from the Republican Party. Ron Paul has been saying the Republican Party has lost its way for some time now too.

I am a supporter of Newt's message and an avid poster on this site. I have learned that sometimes in order to move beyond what plagues us as a party, we must complete the uncomfortable act to moving through the issues that plague us first. As Newt has taught us, that means being honest and admitting our weaknesses and faults.

We often hear that the party needs to rally around the base. I assume the base is the more traditional wing of the party. As a conservative, I have always thought that there was room for many perspectives of conservative thought, but this election year causes me to question that. Should there be room for a variety of conservative thoughts or is it black and white? Conservatism is the best thing for this country and a broad spectrum of conservatives agree. However, I am witnessing an elitism or purist attitude of what is expected of a "good Republican". Is that something to be inspired about? Absolutely not, but I'm still hanging in there because I believe that this party delivers something healthy and hopeful to this nation.

So, the big question I pose is should the party adhere only the wishes of the base or is there indeed room within this conservative belief, for other perspectives?

It must have been 20 years ago when I woke up in the middle of the night and became aware of a voice from the TV explaining politics based on a historical perspective. The name Newt Gingrich became a part of my personal political view that night.

I watched the conservative movement grow under your tutelage and decline with the appeasement of others. Thank you for continuing to offer well-reasoned and intelligent commentary and direction for true conservatives.

I spent the last five minutes reading through the postings in this string and I have noticed a problematic pattern. A number of the postings are concise and well written. However, some of these postings illustrate a problem that I encounter on a daily basis: People are making arguments or statements in a way that reveals a lack of critical thinking.

If we, as a conservative movement, want to present our message to a wider group of people with the hope of convincing and moving them to action, we must first think about what we want to say, organize it in a manner that we can effectively communicate, and defend it with well-reasoned arguments and facts. Emotion is a good thing, but it sometimes clouds our judgement and inhibits our ability to make a reasoned argument.

Newt has a great message here, but it will not gain traction unless we develop the ability to communicate it, not only to those who wholeheartedly agree, but also to those who are not sure about it.

So, as a favor to all of us who read the content of this site, write your thoughts down, take a 20 minute break, and read them again. You will likely find that your arguments will be well served by a critical self evaluation. I intend no offense, but a message is only as credible as the messenger and this message is too important to be discredited.

This election could have been won hands down if Newt would have run. Although Newt is doing a great job trying to rally the troops I feel he is also somewhat to blame for the predicament we are in, with no real viable conservative candidate, because he failed to get into the race and lead us to victory and champion the conservative cause from the Oval Office.

I have read the Platform, as well as Newt's speech at the Convention, and it seems like you can see the forest but not the trees. Yes there is demand for dynamic change. Yes people see the tax code as unfair, and yes they think we need to be energy independent. But they came upon these conclusions while listening to Warren Buffet discuss the inequality of the tax code, and by realizing that global warming is more important than the price they pay at the pump.

The Reagan Republicans finally get it: this has been a period of immense consolidation of wealth. Coupon-clippers (ask your father) pay a far lower percentage in taxes than laborers. They think that is unfair. Why shouldn't they?

Green technologies address both energy independence AND global warming, with the added benefit of increased employment in industries with export potential. Can it be done without nuclear power? You will have to convince people that waste reprocessing (we can learn something from the French, it seems) can work, and that there will be no more Three Mile Islands. Tough sell.

But your biggest challenge is credibility. You have given us a war of choice, Guantanamo Bay, and torture. Your hands are dirty. I don't think you can get them clean without help, and while many Americans have short memories, November will be here soon. Let me know when you, too, "get it."

I would like to know, HOW and Why no one from the Governor, Attorney General, Senators, not one AGENCY that is supposedly there to PROTECT AND SERVE US. Have done nothing/NOTHING, giving every excuse on how they are just Senators,Governors and are unable to do anything.
Oh, forgot to mention ( July 20, 2006 ) I was phsyically forced to leave my HOME. A law abiding citizen, now HOMELESS WITH A MORTGAGE?!. I have/am unable to go home, unable to sell my home, and now land court won't take my home(they call it stealing ), DUH. I am broke trying to get help and every attorney says LOCAL OR FEDERAL GOVERMENT needs to get involved, but they won't touch this mess.
Cannot keep up with games to cover it up that Town Administrator and Chief of Police made me leave my home and now to cover it up saying I can go home another way(minor detail is it is 1.3 miles of private property and neighbors with me are not part of that farm since 1992),. Neighbors are now Bridle wy,Fall River, Ma 300-304 addresses. They have and had 9-1-1. I have fake addresses from 124 Line Rd, Tiveton, R.I. 02878 to 124 Line Rd, Fall River, MA 02724, to 130 St MAry St, Fall River, Ma 02724, to Line Rd again.
I need everyone's help. My family friends and church
believe we need everyone's voice. Please I was forced from my
home July 20, 2006. Not one Senator came to my aid,
all threw me back to the curb(figuritive). All saying
unable to help and not their concern, 11 attorney's

I'll hold my nose and vote for McCain..just like I did with G.W. Bush..who has turned out to be even more disappointing then I had envisioned.
Note to McCain: we don't want to "reach across the aisle. We want to fight the Libs every step of the way.
I don't want to "go along to get along".
You're right Newt..we should Declare Independence from these party hacks.
Please tell us who we can support.
Maybe we can rally after we lose in November.

See Camille Paglia's piece on Salon.com today. John McCain is an albatross, and we don't have enough time to make the case for re-capturing Congress. Without a gifted orator and visionary leader to inspire a desire for true change in DC, the Democrats will have 4-8 years in which to cement this country into the path to destruction. McCain can't inspire anyone except those party hacks who want jobs. His claim to fame is 30+ years old, and the Dems aren't going to waste his connection to "war" on young voters and liberal activists.

America has a wake-up call here... the liberals numbers are striking and we, conservatives have no right to shout if we do not get out and actually vote.

The old saying; "put your money where your mouth is", seems fitting here.

Please stay out in front Mr. Gingrich, your face, your voice is one we trust to deliver truth - and this election year, more than ever, we need truth.

The problem as I see it re the political system being broken is that we are presented with candidates that re marginal at best in a time where we need the best.

It seems that Newt is saying that there is very little chance to effect change from the top, so let's do it at lower levels. There is sure some danger in the short run with that approach, as it is harder to pull off.

Supporting McCain is supporting the status quo with a vintage politician whose claim to fame is that he sold out the conservative base. The alternative is even more lame.

With potentially great fractures in both parties, there probably will never be a better time for a 3rd party candidate. I believe the Country wants change and they would like a better candidate to bring that change about.

The upside is that none of the expected things have happened this cycle. Hillary is on the ropes, we seem to be getting a very bland Republican candidate, but there have been so many surprises, that the game is far from over.

The Declaration of Independence is just short of a 3rd party. I'll bet Colbert is still available.

I support the nominee of our party. Men like me crossed the Patomac in the middle of a blizzard, some without shoes, to give me the right to vote, and a country to vote in.

They didn't promise me that I'd get to vote for a Washington or a Reagan every time I went to the polls, but they assumed I would have the common sense to defend the nation they gave to me in any manner possible.

What hardship do I bear that is so great I cannot vote for the best of two candidates? What could possibly keep me from doing my duty, and keeping my oath to men who gave all they had, and some who gave all they were, for me?

And who are you to resist the call of those Patriots? Criticize your enemy. Doubt your enemy's chances. Undermine your enemy's cause. Whittle away at your enemy's support. Do it because it's the right thing to do.

All this is fine and good, but at the end of the day Obama is going to spank McCain in the general, and we will have an ultra-liberal president ahead of a Democratically controlled Congress, so all of this will be meaningless.
